THE PROGRAM
Fresh Start Living Group Home, Inc. is a federal and state certified Medicaid Service provider, licensed by the state of Maryland through the Community Pathways Waiver Program. Fresh Start Living Group Home provides homecare and support to individuals with developmental disabilities to have a fresh start experience in community living.
In 2014, the federal Center for Medicare and Medicaid Services recognized the need to integrate individuals with developmental disabilities into community living to discourage clustered living environments, poor healthcare, institutionalized labels, and to improve the quality of life for individuals with developmental disabilities to live independent community life. The CMS issued new guidelines known as the Community Setting Rule. The Community Setting Rule as defined by the Center for Medicare and Medicaid Services (CMS) is an integrated Community Waiver Program that encourages individuals with developmental disabilities to have a freedom of choice about where to live. Through Developmental Disabilities Administration (DDA)Waiver Program, Individuals with disabilities are able to live in integrated community homes, have control of their activities and schedules, and enjoy community life like everyone else.
